It's an old concept adapted to suit bikes, I'm not entirely sure that he has positioned it correctly, it may be better on the windsheild, in line with your eyes.

I agree. It is a bit unnatural to glance down to check for traffic; I'd prefer something that is more at eye height. I use small stick-on curved mirrors on my regular mirrors to get a snap-shot of the traffic immediately around me. This helps for planning a lane change but is not a substitute for a shoulder check.
