You've possibly picked that up from the speedometer requirements: accurate at 30mph and then +/-10% from 40mph onwards. The other possibility is fixed traffic cameras. In line with the Construction and Use Regulations for speedo accuracy, above 30mph a fixed camera triggers at speed limit plus 10% plus the local council's variation. That meant that in Belfast the four 40mph fixed cameras triggered at 53mph (40 + 4 + 9) and you get done for at least 53mph. However, I understand that the variation has been dropped to 5mph in the last year.
With radar guns the police do tend to take a reasonable attitude. At about +5mph you're likely to get a slapped wrist and a good telling off, unless (as BAE says) you're outside a school or similar.
