The fuel pump plastic mounting bracket has broken inside the tank. I noticed that there was sparking between the metal pump body and the inside of the tank  affraid Could easily have turned into a catastrophic situation.

Took the pump out (the pump actually works OK) and it turns out the body/case of the pump is at 12 volts, zero ohms from 12 volt supply.
I can not imagine this is normal ?

There should definitely be no sparking between the pump body and the tank. It looks like the positive has shorted to the metal housing. I'd be buying a new pump either EME, Tills or if your tight AliExpress for a OEM Chinese copy.http://www.motobrick.com/index.php/topic,10054.msg86054.html#msg86054 I've been running a Chicom pump for a couple of years with no problems.
Regards Martin.

I agree with Martin - the pump is effectively toast (ouch!).
