When I initially powered up my bike(85 K100RT) the horn started
to blow until I unplugged at the horns. Does anyone know what could
be the cause of this. I have disassembled the switch assembly on the
left grip, and cannot see any obvious cause. Is it possible that the relay
is stuck on? The bike sat for many years(23?) before I got it and began to
get it roadworthy once again.

Hit the horn firmly with a blunt instrument to unstuck it

Maybe it's like when you bring an Egyptian mummy back from the dead - they're sort of fixated on whatever bad things happened to them all those years ago and they end up running round causing mayhem trying to deal with it, and making lots of noise.
Maybe your K100 had a bad experience before it was laid up, something scary, the horn was sounded?

Fix it soon; that mummy-wrap can chafe. Whack the relay, clean the handlebar switch.

It probably is the horn relay. You'll need to remove the fuel tank to get at the relay box - see this thread for ABS bikes:

I also have a 1985 K100RT with the same problem and it is caused by the alarm unit under the seat.  The alarm unit has a rechargeable battery and I found that mine was leaking with corrosion on the circuit board.   I replaced the battery and cleaned it the best I could, but I still have the problem with the horn blowing.  There is a small relay on the circuit board that I have verified that the contact closure is blowing the horn.  Your issue may be different.
