So I'm changing my oil, about 10 seconds after I remove the oil fitter, this washer / seal drops out about where the filter was???  Its not the washer from the oil screw, but about the same size.

Good, no marks on the seal so it didn't get whirled round and do damage. It probably just came to rest in the bottom of the pan. Is this bike new to you, or have others done the maintenance? See if it fits over the threaded stub the oil filter attaches to. I've known of people thinking a seal needs to be fitted there before screwing a new oil filter in.

Yes the bike is new to me.  First oil change.  no leaks since I started it...
